Currently most of the configs defined in *Option.java are cluster configs. They 
can be obtained from the jobMangerConfig or taskExecutorConfig.

The jobConfiguration in jobGraph however, is job level config and not open to 
users. Currently users can only specify a few job level configs with 
ExecutionConfig in the ExecutionEnvironment.
