I just ran [some E2E test](https://github.com/walterddr/flink/commit/70c48d09d2d3c446b7146eaf98622c4170d41f14) in `flink-yarn-test` with priority settings in capacity scheduler [here](https://travis-ci.com/walterddr/flink/jobs/226132781). seems like it is taking effect correctly since Travis uses default `hadoop-2.8.3`.
