So what is the concrete proposal?

1. Keep {{fullRestarts}} as {{Gauge}}
2. Let fine grained recoveries also increment {{fullRestarts}}
3. Deprecate {{fullRestarts}}
4. Introduce {{numberOfRestarts}} meter?

I would say 1. and 2. can be applied to the {{release-1.9}} branch. 3. and 4. 
should only go into the {{master}}.
