 Review comment:
   Just curious, when should we use `CheckState` and when to use `assert`, did 
not find relative things in our 
[codestyle](https://flink.apache.org/contributing/code-style-and-quality-common.html),
 as for `assert` seems we need to compile wilth `-ea`, or the assert would not 
work, only find enable `-ea` in `test_ha_datastream.sh`
