Thanks for reporting and analysing the problem [~xintongsong] and [~zhuzh]. I 
think your analysis is correct and that we need a timeout for pending 
container/task/pod starts. Ideally, we solve this once so that all active RM 
implementations can use the same mechanism in order to implement a reaction to 
timeouts. I will take a look to see what approach we could take here.
