## What is the purpose of the change
This implements the new factory interfaces mentioned in FLIP-95. It
implements new factory utilities that can be used for FLIP-122 and future
factories.
It adds `TestDynamicTableFactory` and `TestFormatFactory` for reference
implementations of new factories.
