I did it like this because it is really different from the path that you give
to the {{FsStateBackend}}. There it should be a proper URI because the location
can signify something on local filesystem or any other HDFS FileSystem. The
local path in the RocksDB state backend is really only a path on the local
filesystem.
If you want we could change it to accept a URI and throw an Exception if
something other than {{file://}} is given.
