## What is the purpose of the change
This pull request add a api that user can set a job name for flink job. I
think this feature really matters for some users.
## Brief change log
- Use can set a job name after a SQL parameter
- The web ui will display the Job Name.

This change is a trivial rework / code cleanup without any test coverage.
