   ## What is the purpose of the change
   
   *This pull request will add building py38 wheel package of PyFlink in Azure 
CI*
   
   
   ## Brief change log
   
     - *add building py38 wheel package in build-wheels.sh*
   
   ## Verifying this change
   
   - Only nightly build can trigger the building wheel packages and I triggered 
in my private Azure CI  successfully

   - I have tested pip install the built py38 wheel package of pyflink and ran 
python udf example for test
