## What is the purpose of the change
Adds support to bootstrap window operators using the state processor api.
This PR is a lot of boilerplate because of all the ways to configure window
operator but all the runtime changes have already been merged in.
I also realized we already support reading trigger state, it was just
missing a public method so I added that in a hotfix.
