Thanks for your replies.
There are two possibilities that I'm wrong:

||the step I'm Wrong||what I have done||
|Wrong in the code|set RocksDBStateBackend in code as the official document 
said|
|wrong in command|the command I use is almost the same as Resuming from 
savepoint|
