## What is the purpose of the change
Remove unfenced execution of Disconnected message from
`MesosResourceManager`. The reason why this should be possible is that we
re-create the `ConnectionMonitor`, `TaskMonitor`, `LaunchCoordinator` and
`ReconciliationCoordinator` when regaining the leadership. Hence, it should not
be necessary to process the `Disconnected` message when having lost the
leadership.

This change will be verified by running the Jepsen tests.
