The updated logic looks good. But the name `maxBuffersPerSortMergePartition` seems confusing. I think we should rename this to `minBuffersPerSortMergePartition` and also rename the config key to `taskmanager.network.sort-shuffle.min-buffers`. What is a good default for the minimum number of buffers?
