   ## What is the purpose of the change
   
   This adds the new `CheckpointStorage` interface as described in FLIP-142 and 
wires it through the runtime. Public API changes will be added in a follow-up 
PR. This is based on #13794 and the first commit can be skipped.
   
   ## Brief changelog
   
   6ab8c8d  Adds the new `CheckpointStorage` interface, factory, and loader.
   
   61a8ec6 Wires the `CheckpointStorage` object through the StreamGraph, 
ExecutionGraph, StreamTask, and CheckpointCoordinator
   
   c06b3dc  Removes the checkpoint-storage related methods from `StateBackend` 
and adds `CheckpointStorage` as an interface to the existing state backend 
implementations. This commit then makes misc fixes to tests so everything 
passes.
