    [FLINK-3578] Support RichFunctions for Scala Window Function and 
AllWindowFunction

    This adds support RichFunctions for Scala Window Function and 
AllWindowFunction.
    RichFunction method calls (`open()`, `close()`, `RuntimeContext`) are 
properly forwarded.
    
    This also consolidates the various wrapper classes for fold() and reduce() 
functions.
