[FLINK-3573] [table] Implement more String functions for Table API
This PR implements the remaining string functions:
CHARACTER_LENGTH
CONCAT
UPPER
LOWER
INITCAP
LIKE
SIMILAR
And simplifies the CallGenerators a bit.
