## What is the purpose of the change
* This pull request disables problematic cast conversion between NUMERIC
type and TIMESTAMP type
## Brief change log
- Disable the cast conversion between NUMERIC type and TIMESTAMP type
- Throw readable exception message for when user call this kind of cast
conversion.
