My first impression was that this is issue is actually incorrect. 
{{TIMESTAMP_LTZ}} was supposed to be the only timestamp type that can be easily 
converted back and forth numeric types. It should have `java.time.Instant` 
semantics and in Java `java.time.Instant#toEpochMilli` is provided.
