## What is the purpose of the change
This PR fixes the issue that for sources tasks, if it is started from a
finished state, when call `advanceToEndOfEventTime` to emit max watermark in
endData(), the chained operators should be skipped.
## Brief change log
- 0ac54c32d4214c83cc2a6c39795b97c931575235 fixes this issue by emitting the
max watermark to a specialized output that skips all the operators.

This change is verified by the added UT.
