## What is the purpose of the change We struggled to investigate [FLINK-23611](https://issues.apache.org/jira/browse/FLINK-23611) due to the Hadoop logs not being available. This PR enables the Hadoop logs and refactors the YARN tests to use timeouts for job submissions.
