## What is the purpose of the change
This PR fixes the issues that the the task might receive checkpoint complete
notification for checkpoints snapshotted before the task get startup (like from
the previous run or from the previous attempt).
## Brief change log
- 5a710012572c8cb6c4d521228fc947d57c95fab9 reverts the previous fix which
only consider the checkpoint from the previous run, but not the one from the
previous attempt.
- c51fa298dec3259abd4ffba2e38f3be10e2f9986 do a unified judgement at the
task side to skip such notifications.
