## What is the purpose of the change
The JDBC connector currently supports a hardcoded set of JDBC dialects. This
change makes `JdbcDialect` a `@PublicEvolving` interface and loads them through
service loaders abstraction. We also do some cleanup to remove usages of
deprecated types from newly public interface.
