If I am not mistaken, then Flink won't ship jars when using the application 
mode because it assumes the jars to be on the classpath. If this is true, then 
we should make this requirement a bit more prominent in the deployment 
documentation because currently it is only subtly hinted at.

Alternatively, we could enable Flink to ship the user code jars to its 
components also when using the application mode.
