   ## What is the purpose of the change
   
   Previously, sinks built using the unified sink framework were missing the 
`timestamp`
   from the `StreamRecord` when used with `TableAPI`. Introduce a new Operator 
which sets
   the timestamp to each `StreamRecord` from the corresponding field of each 
row.
   
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
     - Added integration test 
`org.apache.flink.table.planner.runtime.stream.sql.DataStreamJavaITCase#testTimestampOperator`deployment
 with large 
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): no
     - The public API, i.e., is any changed class annotated with 
`@Public(Evolving)`: ?
     - The serializers: no
     - The runtime per-record code paths (performance sensitive): yes
