We could run this suggestion by the users of metrics first.
My feeling is that if you actually care that metrics are continuous across
restarts, etc, then you mostly have a custom reporter anyways, and probably a
custom scope format anyways.
There should never be collisions with "attempt-id" and "subtask-index",
regardless of the operator names, correct?
