Review comment:
       Comments have been updated.
   
   I think that BLAS should be placed in the same package as other linear 
algorithm classes like `Vector`. Given that `Vector` currently lies in 
`flink-ml-api`, I also placed `BLAS` there. We can discuss offline if we need 
to change the placement of such packages.
