Hi @zentol I've updated the PR according to your suggestions.
About the Meter interface I think we can make it more flexible in two ways:
* Update Meter to support variable number of rates with methods like:
`List<Double> getRates()` and `double getRate(double rate)`
* Remove any mention of "exponentially weighted" and let an implementation
decide what algorithm to use to calculate a rate in every particular case.
