[FLINK-4435] Replace Guava's VisibleForTesting annotation with Flink's
annotation

Replace Guava's VisibleForTesting annotation by Flink's VisibleForTesting
annotation. And add the checkstyle rule to prevent the use of Guava's
annotation.
