FLINK-4417 Checkpoints should be subsumed by CheckpointID not, by timestamp
(Ram)

The Checkpointcoordinator#dropSubsumedCheckpoints() now works with the
Checkpoint id. Since we have changed to checkpoint id the condition is changed
from '<=' to '<'.
In JobManager.scala - the DeclineCheckpoint case was checking for true
condition - ideally it should be checking for false condition.
Feedback/review welcome. @StephanEwen- were you thinking some bigger change
than this?
