Description:
Following the [Contribute
Documentation|https://flink.apache.org/contributing/contribute-documentation.html],
it requires me to install Hugo when executing
{code:sh}
cd docs
./build_docs.sh -p
{code}
.
And the web server is actually accessed by http://localhost:1313
Maybe we should:
1. List the prerequisites before building the doc.
2. Correct the web server address.
