Expose timestamp in FlinkResourceListener context so it's easier to build
deterministic listeners.
## Brief change log
- *Add timestamp to context*
- *For events use event timestamp, for status updates use wall clock time*

Updated `FlinkResourceListenerTest` to cover the new functionality.
