## What is the purpose of the change
The join hints are forbidden propagating into a view. However, in the sql
like "SELECT /*+ SHUFFLE_MERGE(part) */ * from v1;", the join hint will be
propagated into the view with an unexpected behavior.
## Brief change log
- when join hints exist, disable project merge
- add tests to verify this pr
