## What is the purpose of the change
At the moment tests using `ExceptionThrowingDelegationTokenProvider` and
`ExceptionThrowingDelegationTokenReceiver` are not thread safe because of the
static variables. In this PR I've fixed them.
## Brief change log
Fixed ExceptionThrowingDelegationTokenProvider/Receiver multi-threaded test
issues.
## Verifying this change
Existing unit tests are working fine with maven multi-threaded run.
