…void extra rescale shuffle
## What is the purpose of the change
This PR is meant to add new rule to reduce the extra rescale shuffle. The
basic logic is to transpose the local agg node and the union node, so that the
rescale shuffle between the map and union can be save
## Brief change log
- Add BatchLocalAggUnionTransposeRule
- Add BatchLocalSortAggWithKeysUnionTransposeRule
- Add StreamLocalAggregateUnionTransposeRule
## Verifying this change
This change added tests and can be verified as follows:
LocalWindowAggregateUnionTransposeRuleTest and LocalAggUnionTransposeRuleTest
