According to the question mentioned in the dev mailing. I prefer to
approach 2). POWER only works on double. And `power(double, BigDecimal)` is
only used to support `SQRT(double)` which is actually `power(double, 0.5)`.
That means `power(BigDecimal, double)` will go fail.
So IMO, `power` in Table API do not need to support BigDecimal. Users can
cast it manually.
