This new page more or less overlaps with https://nightlies.apache.org/flink/flink-kubernetes-operator-docs-main/docs/development/guide/ in a non-obvious way. For local testing you mainly need the docker images and the docker image build itself as detailed on the page I linked contains the maven build already. I think we should describe when you would want to build the maven dependencies alone (what is the use-case) and maybe add this as a section to the dev guide instead of a standalone page.
