   Just checking this waits for stream to be ACTIVE? It is not too clear from 
the

Review Comment:
   Should we run `cleanUpStaleKinesisDataStreams();` on `@AfterClass` as to 
speed up the tests? And possibly on `@BeforeClass` incase the tests starts 
failing...
