Review Comment:
   About testing, if we only test `JdbcAutoScalerStateStore`, the password is 
easy to be set.
   
   JdbcAutoScalerStateStore will work well regardless of whether the Autoscaler 
standalone uses  or the Kubernetes-operator uses if `JdbcAutoScalerStateStore` 
is tested properly. 
   
   So test `JdbcAutoScalerStateStore` in Autoscaler standalone isn't necessary, 
right?
   
   If so, we don't need the `autoscaler.standalone.state-store.jdbc.password` 
for now.  And we can add it if we really needs it in the future.
