The adjustment to this release testing process was intended to improve the fact
that when using a single ticket,
non-committers don't have permission to change the status to 'unassigned', and
other volunteers may not be able to determine whether the ticket in the current
'assigned' status still needs a volunteer.
Another consideration is that the release wiki page did not get good feedback
on collecting testing requirements in advance, so we decided to try it out
after discussion, and will continue to improve the process later.
