This issue manifested because of interplay between backporting https://issues.apache.org/jira/browse/FLINK-33058 from Flink-1.19 to Flink-1.16 in our internal environment along with an issue in ClosureCleaner which got fixed as part of https://issues.apache.org/jira/browse/FLINK-31919.
