Add STARTSWITH function.

Returns if {{expr}} begins with {{startExpr}}.

Example:
{code:sql}
> SELECT STARTSWITH('SparkSQL', 'Spark');
 true

> SELECT STARTSWITH('SparkSQL', 'spark');
 false
{code}

Syntax:
{code:sql}
STARTSWITH(expr, startExpr)
{code}

Arguments:
 * {{expr}}: A STRING or BINARY expression.
 * {{startExpr}}: A STRING or BINARY expression.

Returns:
A BOOLEAN.

{{expr}} and {{startExpr}} should have same type.
If {{expr}} or {{startExpr}} is NULL, the result is NULL.
If {{startExpr}} is empty, the result is true.
