## What is the purpose of the change
The `RescaleCheckpointManuallyITCase#CollectionSink` collects elements into
a single static collection, which might be a problem when multiple tests run in
parallel. This PR fixes this.
## Brief change log
- Refactor `RescaleCheckpointManuallyITCase#CollectionSink`, decouple the
data from different jobs.
## Verifying this change
This changes test itself, can be verified by running
`RescaleCheckpointManuallyITCase`. I have run the test 250 times and it looks
good.
