I think there is a case to review the maven levels in the pom file and put this into master and maybe version 2. I probably would not backport this change to v1 Flink as we are stabilising v1. Would the change mean that Maven version 4 would be tolerated - I am not sure whether there are breaking maven changes between v3 and 4 - it might be safer to restrict to v3. ?
