Looks like the `ArrayElement` builtIn function is specific to [TableApi
](https://github.com/apache/flink/blob/master/flink-table/flink-table-common/src/main/java/org/apache/flink/table/functions/BuiltInFunctionDefinitions.java#L2434)
but I agree it would make sense to align with the rest and throw a
ValidationException
