## What is the purpose of the change
Upgrade Fabric8 Kubernetes client to 7.3.1, which is the latest version as
of creating this PR.
The new version has changed the default HTTP client implementation from
OkHttp to Vert.x, which I have reverted as well to stay consistent with
previous versions. We can look into using Vert.x in another task.
## Brief change log
- Upgrade Fabric8 version
- Shade artifacts that should not be included in the JAR
- Add override of netty-codec-http as the test package
kubernetes-server-mock use Vert.x, which depends on a newer version of Netty
that we currently have. This can be removed once Netty is upgraded to at least
4.1.108.Final

Built image locally and tested it with Flink Kubernetes Operator
