Description:
NoClassDefFound org/apache/commons/codec/Charsets
Seem to be thrown by
org.apache.flink.connector.cassandra.CassandraTestEnvironment#startUp

Also I noticed in local that the tests take too long to run, certainly due to
the fact that the test environment with test containers is started with each
test.
