## What is the purpose of the change The issue described in [FLINK-38567](https://issues.apache.org/jira/browse/FLINK-38567) is caused by ForStFileSystem not properly handling the behavior of underlying file systems. Some FileSystem implementations, such as PrestoS3FileSystem, does nothing when invoking mkdir() and simply return true without actually creating the directory.
