Description:
Currently, visiting a page like
https://nightlies.apache.org/flink/flink-docs-master/release-notes/flink-2.100/
will have the user encounter a 404 error.
Instead of ending up on that page, we should actively redirect users to the
stable documentation of the Flink website.
