## What is the purpose of the change
Commit 48aed8418d6 ([FLINK-38487]) switched the Azure DevOps E2E pool from
ubuntu-22.04 to ubuntu-24.04. The pinned cri-dockerd v0.2.3 (from mid-2023)
fails to initialize its systemd socket on Ubuntu 24.04, causing minikube
startup to fail with "connection refused" on /var/run/cri-dockerd.sock. This
cascades into HOST_HOME_PERMISSION errors on retry attempts, breaking
Kubernetes E2E tests.
It's not known why this breaks now, but this PR upgrades the three version
pins in common_kubernetes.sh to current stable releases that are compatible
with Ubuntu 24.04.

- Updated CRICTL_VERSION from v1.24.2 to v1.35.0
- Updated CRI_DOCKERD_VERSION from 0.2.3 to 0.3.24
