Linked issue: #1232 Closes #1232 Closes #1248 Closes #1249 Closes #1251 Closes #1233 ### Purpose of change Resource registration and cross-language access were repeated across individual provider guides, while the Calling LLMs pages mixed shared message semantics with provider capabilities and left gaps around `ctx.chat`, Skills, and routing. This change gives shared concepts one authoritative home and aligns the guides with the current APIs. - Add a Resources chapter covering resource types, Declaration/Programmatic/YAML registration, lookup scopes, and cross-language access, using chat models as the examples. Update related guides and quickstarts to reference it. - Clarify chat model connection/setup responsibilities and common settings; separate framework message semantics from provider-specific media support and configuration. Keep the provider guide focused on current configuration and remove the Azure and DashScope migration sections. - Consolidate chat events and `ctx.chat` guidance, including automatic tool calling, results, failures, multimodal messages, and links to Actions for recovery behavior. - Rework Skills configuration and source-loading examples, and Model Routing registration, rule matching, LLM judges, fallback behavior, and observability. State the currently supported API boundaries. - Finish the cross-page review with simpler Prompts examples, consistent MCP remote names, updated terminology and links, and preserved legacy section anchors. Retain the Tool Use rewrite already delivered by #1261 for #1250. ### Tests - Built the documentation with Hugo 0.110.0 extended: 74 pages and 22 aliases. - Checked the generated site: 2,898 internal links across 78 HTML files, including 834 article links; no missing targets or fragments. - Parsed all 14 added or changed Python snippets with Python's AST parser. - Checked representative API names, parameters, provider media handling, Skills loading, and routing behavior against the current Java/Python source; checked retained legacy section anchors. - `git diff --check` passed. Documentation-only change. No live model or MCP calls were executed, and Java snippets were not compiled as a complete example suite.
